I show an On Order quantity for an item that is not valid.

You can run the Purchase Order Purge program to clean-up and update the "On Order" quantities on the Inventory Master.

When running the Purchase Order Purge, all users must be off the system. Also, make sure to enter a very old date so that you do not actually purge any purchase orders into history (unless you are purging at month end and desire to move received purchase orders into the history file).
